Using p01's suggestion and only one part of Vihs's suggestion, I am now consistently downloading at 6-7 Mb/s, which, even though it isn't the 12 Mb/s I was getting without the VPN, it sure as hell beats getting caught without a VPN, and 6-7Mb/s isn't necessarily "slow", either!
